So far, we've only seen pictures of her, and, on The Lie of the Land, all we see is Bill's imagination of her mum. A picture is not an individual, neither is Bill's imagination.
It's not much different from Clara "appearing" on Heaven Sent or Amy on The Time of the Doctor. The Doctor imagination of his companions aren't the companions themsevels; neither should be Bill's imagination of her mother.
