The Time Lord Intelligentsia was the Time Lords' ability to tune their Reflex Link with one another, creating a network of "a thousand super-brains in one".
While miniaturised and travelling through the Fourth Doctor's brain, the Fourth Doctor's clone told Leela's clone that he had lost the ability to tune his Reflex Link with other Time Lords when "they kicked me--" (TV: The Invisible Enemy)
