"Not Time Lords"
I've removed the following from the article:
- The Chancellery Guards were not Time Lords. Their numbers were drawn from the ordinary citizens of Gallifrey.
That's certainly a widespread belief, but as far as I know it's just fanon. In The Invasion of Time the Doctor says to Andred, "I don't know what they teach you at the Academy these days, but if you can't pull off a simple palace revolution, what can you pull off, hmm?" Now, that's far from conclusive, but it does indicate that the Doctor thought Andred would have been an Academy graduate, which tends to suggest that he might have been a Time Lord.
Now, it's entirely possible that one of the spin-offs has definitively established that members of the Chancellery Guard were non-Time Lord Gallifreyans, in which case the material can be re-added with the appropriate citation.
