Peacekeeper project

The Peacekeeper project was assigned to Perseus Dynamics by the UN.
It was meant to be a peacekeeping program, but Perseus was using part of the program to attempt to create artificial soldiers. The Eighth Doctor uncovered this scheme, with the help of Simon Ordell, and the project was finished as intended. (PROSE: Thinking Warrior)
