The Time Agency used wrist straps for a variety for functions, primarily to house a very basic form of time travel. According to the Time Agent John Hart, Time Agents would bicker over the size of their respective wrist straps. Although coming from the 51st century, they were shown to be of ordinary leather, as the explosion in the Torchwood 3 hub necessitated a new strap for it.
