In 1945, it was the day of the Allies' victory over Nazi Germany in World War II. On that day, a major celebration took place in Trafalgar Square in London, a major feature of which was a victory speech by Winston Churchill. The Seventh Doctor, and his companions Ace and Hex, were present in London for the celebrations.
