The blue stabilizers stop the TARDIS from shaking wildly while in flight. The Doctor states that the blue stabilizers have no perpose exept that "They're just blue". River Song seems to know what it does, pressumable from her lessons in piloting the TARDIS from the Doctor. (Time of Angels)
