The Detective Inspector found the dead body of Vanessa who was shrunk by The Master.
When he saw The Doctor and Adric he quickly accused them of commiting the murder. He and his officers arrested The Doctor and where about to take him to the Police station when Adric tricked them allowing the Doctor to escape back to The TARDIS. When he got the key to the TARDIS police box he found the TARDIS had taken off without him even knowing it. (DW: Logopolis)
