Izlyr was the Ice Warrior delegate to Peladon when it applied for membership in the Galactic Federation. The Doctor initially suspected him and his servant Ssorg of being behind the attacks on Peladon. However, since the Doctor had saved his life, he felt that he should pay off that dept by helping him. Izlyr helped the Doctor defeat Hepesh and Arcturus, the real culprits. (DW: The Curse of Peladon)
