Generally, help pages are written by administrators, but any user may attempt to write them. Help pages tend to be about how standard features of the MediaWiki software work, explained in terms of the content of this particular wiki. If you're trying to write about policy, guidelines or page formats, you probably want to create a page beginning with the word Tardis:, such as Tardis:Format for comic stories.
