A very old Time Lord, he had witnessed the inauguration of Pandak III, who reigned for 900 years, unlike the more recent Presidents who only lasted a few centuries. The Doctor stole his cloak to enter the Panopticon. Later, he gave evidence at the Doctor's trial that he saw the Doctor running to the Panopticon balcony just before the President's assassination.
