The Committee of Enquiry was an organization that existed among the Time Lords' government on Gallifrey.
During the reign of Morbius, the Committee was chaired by Junior-Cardinal Borusa which investigated Morbius's activities. It was discovered that he had supporters even within the Celestial Intervention Agency. (PDA: Warmonger)
It is possible that the jury, the Inquisitor and the Valeyard present at the Sixth Doctor's trial during the Trial of a Time Lord arc, could be considered a Committee of Enquiry for that particular trial.
