Mr Copper Foundation

The Mr Copper Foundation was a foundation that invented the Subwave network. Harriet Jones used this technology to communicate with Martha Jones, Torchwood Three and Sarah Jane Smith. (DW: The Stolen Earth)

Judging by the name, Bayldon Copper may have founded the organisation and made the technology himself, as when the Tenth Doctor last saw him on Christmas 2008, he had a fortune of one million British pounds.
