Stuart Owens was a CEO at PhiCorp. In 2011, he was having an affair with Janet Tanner. He attempted to find out what PhiCorp's involvement with the miracle was, but was unsuccessful. While he was at a restuarant with his wife, Jack Harkness arrived and informed him that he had kidnapped Janet. Stuart explained to Jack that he knew nothing of the miracle, other than the fact that something called the blessing was involved.(TW: The Middle Men)
