Time Agency

The Time Agency was an Earth-based Human agency apparently mainly based in the 51st century. It is unknown how long it existed, but it was shut down somewhere in the 51th century. The agency employed time agents which trough time travel went on missions of an unspecified nature. When time agents got together they tended to brag about their wrist straps.

Jack Harkness was a member of the Agency, but the Agency wiped two years of his memory for reasons he did not know. Because of this, he travelled to various places during the Blitz and conned travelling Agents into buying junk which was soon to be destroyed with a bomb. (DW: The Doctor Dances)

Another time agent apparently gone rough was John Hart, Jack's old partner.
