Parliament of Seers

The Parliament of Seers were a body within the Ice Warriors' civilisation.

It was capable of granting holy passage to pilgrims, an order which no other Martian edict can interfere with. They met in a temple on the north pole of mars and were represented by members of each tribe. They served as a council of elders and were the spiritual leaders of the Ice Warriors. Before going to war, the Martians consulted them and asked them the spiritual affect of going to war. If the outcome was bad, they whole operation would be cancelled. Some of the seers went on battle missions and were advisors to several martian generals. some of them even had their own commands in fleets. (NA: GodEngine)
