Mr Copper Foundation

The Mr Copper Foundation was a foundation that developed the Subwave network. Harriet Jones used this technology to communicate with Martha Jones, Torchwood Three and Sarah Jane Smith. (DW: The Stolen Earth)

It can be assumed that the foundation was founded by the same Mr. (Bayldon Copper) who worked on the Titanic (spaceship) and was later brought to Earth by The Tenth Doctor in order to avoid being charged with fraud back on his home planet Sto. (DW: Voyage of the Damned) The character had £1 million on a credit card from Max Capricorn Cruise Lines so he would have easily had the capital to start the foundation (likely in honor of The Doctor, who saved him from imprisonment).
