Lok was an Alzarian who lived outside the main settlement on Alzarius.

When Máire brought Adric to their settlement, Lok brought him a dog to hold. Adric visited this settlement several times before he left Alzarius with the Fourth Doctor. (PROSE: A Boy's Tale)
