Rafando was a humanoid who lived on an unnamed planet. He informed the Twelfth Doctor that only another Time Lord could be the executor of Missy as his species was hard to come by. After the Doctor refused to kill Missy, he told Rafando to check his records on the the Doctor. After discovering these records, he fled. (TV: Extremis)
