Dimitri Papkin was a member of a cruiseliner and he injected the passengers with something. He wanted to passengers to have immediate compliance for his substance he was testing. He was concerned about Jayne Smythe and wanted to up the dosage to the whole crew and passengers. He was running the experiments that involved brain washing the passengers. He was a member of the KGB (AUDIO: The Ship of the Sleepwalkers)
