Mr Sachrin was the boss in a department of the Centre.

The Seventh Doctor visited the Centre and spoke with a shop assistant. When security brought him and the assistant to Mr Sachrin, the Doctor lectured Mr Sachrin on the flaws in the system. The Doctor's friends sabotaged the power plant, putting an end to the Centre. (PROSE: Christmas Every Day?)
