The Cyber-Controller served as an authority figure for the Mondasian Cybermen of our universe and the Cybus Corporation Cybermen of another universe, respectively. The Controller gave orders to theCyber-Leaders and their subordinates from a central base.

Mondasian Cybermen

On Telos, a Cyber-Controller awoke with the other Cybermen from the Cyber-Tombs and took charge. Taller than the others, the Controller had an enlarged, iluminated and semi-transparent brain case. He also lacked the Cyberman chest unit. The Cyber-Controller had such authority that, upon awakening, the other Cybermen appared to make a gesture of salute. (DW: The Tomb of the Cybermen)

Later, he served to co-ordinate from Telos. He recognized the Doctor, who he had met previously. The Controller had changed physically, now having changed to resemble the other Cybermen of that era. He had a chest unit and a metal, though still enlarged, brain case. (DW: The Tomb of the Cybermen)

Mysteries

We do not know at what time in history, the Cybermen developed the Controller, if more than one existed at any one time (and if so, how many) or their relationship to the Cyber-Planners.

Cybus Corpoation

The Cybermen of the other universe, made John Lumic, their creator, the Cyber-Controller against his will. Though more immobile than them, the Controller acted in a similar way to the Mondasian Cyber-Controllers, remaining seated in a chair and connected to tubing, though he could move if he chose. (DW: The Age of Steel)
