Coordinator Rellox of the Arcalian Council for Temporal Research wrote a report on Lampreys which was acknowledged but suppressed by President Pandak III. The report eventually ended up in the data bank of the Doctor's TARDIS, though the Doctor's sixth incarnation declined to explain how it ended up there despite being suppressed.
