Shadovar
Shadovar was the leader of the Technomancers and chief servant to the "Horned Ones". He was very mystical in that he explained his work through spells and spiritualism and sensed that the War Doctor wasn't dead when his "body" came in.
Believing the Time Lords were a lesser species, the Doctor's psychic paper didn't fool him. He knew of the APC Net and thought it contained the Time Lords souls. He then used this to resurrect the Time Lords. He was, in fact, placing the Horned Ones into the Time Lord bodies, and used the Vildarans in this plan as a power source. This plan was ended when Collis sacrificed herself to rid the universe of the Horned Ones and the Doctor used the Annihilator to erase his species from history. (AUDIO: Legion of the Lost)
