Councillor Irving Braxiatel sat on the Inner Council in an alternative Gallifrey. (AUDIO: Forever) President Romana found him oilier than the version that she knew. (AUDIO: Arbitration) When the Daleks invaded his reality, the scanned him. When they determined that they were familiar with him and that he had previously helped the Daleks, Braxiatel offered to join with them. However, the Dalek said that the Irving Braxiatel they had known has betrayed them and, determining the Braxiatel before them to be an enemy of the Daleks, they exterminated him.
