Good Thinking was a US shadow organisation in the 1950s that engineered the Good Thinking virus from nanotechnology and a biological component supplied by Norton Folgate. The Americans tested it on a number of criminals on Death Row, but it spread.
Norton found the results abhorrent and Torchwood shut them down. The infected were burnt to destroy the virus, although Jack tried to save them. The virus survived and was kept by Heights Pharmaceuticals, who made Provictus. (AUDIO: Outbreak)
