The Royal Astronomer was a Peladonian who gave the Eighth Doctor a map of the stars as seen from Arcturus for the Cloak of Coronation. He was punished for this and Barok told Arla Decanto that she could have his accommodation. (AUDIO: The Truth of Peladon)
