In the common vernacular, a machine was a mechanical device that performed a function.
The First Doctor referred to his TARDIS as a machine. (TV: The Edge of Destruction) Winston Churchill referred to it as a "remarkable machine". (TV: Victory of the Daleks)
When the First Doctor and his companions first met the Daleks, they initially thought them to be a machine race before Barbara Wright deduced that their hosts' emotion was evident of their organic roots. At this stage in their history, the Daleks referred to their casings as "protective machines", unaware that they had evolved to become dependant on Skaro's radiation. (TV: The Daleks)
