A policeman was working in London by November 1963. After this date, he noted that the job had become a lot more dangerous due to the creation of the BBC Exploitation Department. In October 1965, he was pounced on by the Department and fined for operating a TARDIS without BBC licencing. (NOTVALID: Doctor Who? 98)
