The Phantom Piper is the McCrimmon clan's equivalent to the Grim Reaper, and, according to DW:The Moonbase, he was a McCrimmon himself and appears right before a McCrimmon dies. In The Moonbase, Jamie (In his delerious state) mistook it for a Cyberman.
