Lolita
Lolita was a manipulative, antagonistic female evolved type 45 TARDIS that previously belonged to the Master (CP: Toy Story). Lolita may also have been infected by the Yssgaroth. (FP: The Book of the War)
Lolita created House Lolita to oppose Faction Paradox in the events leading up to the the War. (BBV: The Eleven Day Empire)
Lolita "ate" the Eleven-Day Empire when under orders from the Time Lords to destroy Faction Paradox. Later she "ate" the Master; who had become the War King of Gallifrey during the Second War in Heaven, doing so she became the War Queen herself. (FP: The Book of the War)
After becoming the War Queen, she allied herself with Sutekh against Faction Paradox, Anubis and the Time Lords. When Eliza gave her own body to complete Horus as a final attempt to defeat Sutekh, Lolita cut her wrist and put her own biodata in Eliza. Horus was then controlable by Lolita, and she gave the final blow against Sutekh. (FP: Words From Nine Divinities)
However, she had just forgotten one detail; Cousin Justine of Faction Paradox had a safe path to Gallifrey, and she led the Mal'akh to attack the Council chambers and Lolita herself directly. (FP: Ozymandias)
