The Cybermen were a race of artificially modified Human or near-Humans.
History
A Cyber Army was buried under the Ice in the Arctic Circle and had been for tens of thousands of years. The Doctor arrived on May 4th and blew up their base. (VG: Blood of the Cybermen)

Behind the Scenes
- It is not known whether these Cybermen were of the Mondasian or Cybus kind. They greatly resemble the Cybus Cybermen, although, they are lacking the Cybus logo.
