Cecilia was Barbara Wright's aunt. Barbara intended to meet her on the 23rd November 1963, which was her (Cecilia's) birthday. Returning to London on that date, Barbara found Cecilia and the rest of London, frozen as a result of a TARDIS fault. (ST: 1963)
