The Grey Council were a group with authority over the Laws of Time.

- In the Michael Moorcock Multiverse, the Grey Council, more commonly called the "Grey Lords", were a faction of god-like beings who represented the Cosmic Balance, being the neutral equivalent to the Archangels of Law and Archangels of Chaos.
