Doctor Koslovski was a Russian physician.
His injection of Shiner material into an injured Second Doctor prevented regeneration. Whilst exploring OCEAN FLOOR with Jamie McCrimmon, he lost his security badge and was killed by the automated defences. (PROSE: The Indestructible Man)
