The Moderator General was the Brains Trust representative and controlling authority in Zombos. He was instrumental in creating a perfect society without crime and strife through the elimination of emotion. When the Brains Trust were convinced by the Fourth Doctor to restore emotions in order to save the people from the Barabara, he killed them for treason. However, the Doctor managed to overpower him and then used his visual to help reintroduce emotion back into the populace. (COMIC: City of the Damned)
