Raggor was a prominent criminal figure in Mega City.
He was rumoured to control most of the gambling and drug traffic in Mega City and was known to be a ruthless killer. He also ran a nightclub in the city.
Karne planned to kill Raggor and assume his identity. Though succeeding in the former, he was stopped from copying Raggor by Chris Cwej and Roz Forrester. (PROSE: Shakedown)
