Zarl was a Piscon. After the Sixth Doctor found him on Earth and unwittingly provoked him into falling off a pier and dying in the injury, the Doctor impersonated Zarl to maintain the web of time and his past encounter (in his previous incarnation) with him. (AUDIO: Peri and the Piscon Paradox)
