Protected titles

Protected titles are page names which cannot be created by ordinary users. Only admin can create pages with the following page names.Why might we lock a page title? Plenty of reasons.

A user might try multiple times to create an article with the same bad title, so we might protect the title to prevent us from having to delete the page multiple times. Someone might start a page about story that has not yet been officially released. Maybe we've had a forum discussion that results in the deletion of a page, which naturally implies that re-creation of the page would be disallowed. Or we might have to protect a title for purely technical reasons.
