Dalek puppets were beings who had been taken by the Daleks to serve them as slaves. These slaves were used as sleeper agents who when activated would have a miniature Dalek eyestalk come from there forehead and could have a miniature Dalek gun stalk come from his or her palm.
Both living people and dead corpses could be turned into Dalek puppets. The Dalek Asylum's atmosphere contained a nanocloud that converted any unprotected human intruders into Dalek puppets. (DW: Asylum of the Daleks)
