I am not a natural english speaker but with they "were supposed to be living" there I meant the following: The Stafford family never lived there (only the Slitheen were living there), but people thought that the Stafford family was living there.

Explanation: The Stafford family doesn't exist. Ashley Stafford is Luke Smith. Jay and Heidi Stafford never existed, their IDs were made up by Mr Smith. Their body suits are those of Marco and June Goss. This isn't mentioned in the TV episode but in the novelisation. However it doesn't contradict with the episode and the novelisation is based on the script. It isn't shown in the episode how Marco and June were killed and what they looked like or what had happened to them. It also isn't mentioned were the body suits, that Maria and Alan found in 26 Chalsey Grove, came from. Since they looked like the body suits of the Slitheen who were posing as Jay and Heidi Stafford, everyone jumped to the conclusion that they were Jay and Heidi Stafford, but this was never shown in the episode.
