Kemel was a mute Turk employed by Theodore Maxtible. He fought Jamie McCrimmon so that the Daleks could learn about the human factor. After Jamie saved his life, he joined the Doctor in his fight against the Daleks. He fell to his death on Skaro while fighting Theodore Maxtible. (DW: The Evil of the Daleks)
