Proffesor Malcom Taylor is one of the Unified Inteligence Taskforce's UNIT sientific advisors. He is welsh and has claimed to have read all the files on the Doctor. He aided in the help of sealing the wormhole but refused not to close the hole until the Doctor was out, he was held at gunpoint by Captain Erisa Magambo however the Doctor came back through where he closed it and Magambo put down her gun. Outside his trailer he met the Doctor for the first time and claimed he loved him!
Malcom made up his own measurments called Malcom's and Bernard's, however we don't know how he got the name Bernard from (possibly a family member) but claimed it never did Watts any harm. The Doctor also claimed him as his best friend which he glady exepted.
In Planet of the Dead (TV story) he was portrayed by comedian and actor Lee Evans.
