A Tabbalac leader led the Tabbalac tracking Carmen's ship. They went after the Sixth Doctor and his TARDIS as it had similar properties. He arrived on Brooks' boat and then later threatened to kill everyone on board. The Doctor challenged him to a game of top trumps to stop a war. (AUDIO: The Raincloud Man)
