Orphaned in the 22nd century Dalek invasion, he was adopted by David and Susan after the huamn victory. He was named after Ian Chesterton, who travelled with Susan's grandfather, the Doctor.
He also had two adopted siblings, Barbara Campbell and David Campbell Junior.
