Because there wasn't a Pan-Babylonian. If you watch the episode, you'll see it has a different mask; the crest, eyes, nose and skin colour are all different. -<Azes13 ☎ 18:31, May 30, 2013 (UTC)

Pan Babylonian in the Zaggit Zagoo bar

Considering that Pan-Babylonians first appeared in 2013, and the Zaggit Zagoo scene appeared in 2010, three years earlier, "I'm sure" isn't enough. Is there any confirmation from the production team?
