This needs to be edited: The Gallifrey Spin Off mentions a president who died before finishing their acceptance speech so Greyjan wouldn't be the shortest. Forget the presidents name so can't amke a page for them and won't do the edit myself. Not necessarily, it was Invasion of Time and given the reference that 'he was never the same again' suggests the regeneration was a success. Secondly if he died before finishing his speech he was technically President Elect only
