Harold Wilson was a Labour Party politician, and later Prime Minister, very much in favour of science and technology.

In October 1963 he had made a speech to that effect at a Scarborough conference of his party. The well-publicized failure of Project Inferno and the Wenley Moor nuclear reactor, as publicized, by among news stories, the "Bad Science" series of articles by journalist James Steven made Wilson's position seem untenable.
