The Prime Emperor was the Emperor of Roma I and the effective leader of the Empire of Empires. Germanias liberated during the Empire's war against the Greater German Reich were placed under the Prime Emperor's dominion.

The first Prime Emperors were Emmanuel Victorius and Eugenius. (PROSE: Warlords of Utopia)
