Mikhail Assevski was a World Zone Authority official and a former Olympic Marathon-Swim Gold medalist. He eventually became the controller of the Central Asian Zone, but was found drowned 100 metres offshore in Lake Baikal. (TV: The Enemy of the World, PROSE: Doctor Who and the Enemy of the World)
